Designed to support high-growth and forward-looking enterprises, tib has undergone a series of significant reforms in 2025 aimed at enhancing market accessibility, flexibility, and investor participation. Key measures—including the removal of qualified investor restrictions, the introduction of day trading, relaxed investment limits for Securities Investment Trust Funds, shortened share custody periods for profitable companies, and eased extended underwriting sponsorship requirements—underscore Taiwan’s commitment to aligning its capital market with international practices. These enhancements not only strengthen tib’s market appeal but also lay a solid foundation for Taiwan’s broader ambition of achieving as Asia Innovation Capital.
Aligned with this vision, the Taiwan Stock Exchange, in collaboration with Z/Yen Group, the compiler of the Global Financial Centres Index (GFCI), is pleased to host this online forum. Louis Chen is a renowned legal scholar and governance expert. He holds an LL.B. and LL.M. from National Chung-Hsing University in Taiwan, an LL.M. from the University of Washington, USA, and an LL.D. from the University of Ottawa, Canada. He also served as a Visiting Scholar at UC Berkeley and the National University of Singapore. Currently, he is Chair of the ESG World Citizens & Corporate Governance Foundation (since 2021), Chair of the Digital Governance Association (since 2020), and Chair of the Global Brands Management Association (since 2024). He is a Professor at the Graduate Institute of Intellectual Property, National Taipei University of Technology (since 2010), and at the Faculty of Law, National Taipei University (since 1994).
Steve Lin is an entrepreneur, a CEO advisor, and a strategy designer. Passionate about turning great ideas into real businesses. Specialize in designing the business change journey that fosters business model innovation and new business creation. Steve founded a strategy consultancy and became the CEO of Business Models Inc. Greater China since 2013. Steve possesses extensive experience in past 27 years to plan and deliver strategy, new business development, business model innovation, and corporate transformation initiatives that aim to enhance business performance and value creation via organic and inorganic measures. Steve was also the contributors of Design A Better Business and Business Model Shifts books.
Dr Joe Yeh received his medical degree from National Taiwan University in 2007. After military service, he went to University of Sothern California for his PhD study in pathobiology. During the graduate school years, he discovered his broad interest within the engineering discipline and acquired skills in advanced light microscopy, computer programming, and image analysis, in addition to experimental techniques in developmental biology. In 2015, Toward the end of the PhD study, he founded aetherAI company to fulfil his dream of using his cross-disciplinary skills to solve unmet need in healthcare. aetherAI is a medical image AI company especially dedicated to developing digital pathology image management and AI diagnostic support systems. It received funding from Quanta Computer, Cathay Financial Group, Taiwan Business Bank Venture, Ono Pharma, and CDIB Capital Group.
